do the owner of the land have the right to sell his property even if the property is awarded by the Department of Agrarian Reform

Check the papers awarding the said lot and you will see the restrictions, if there be any, or the title of the awarded lot. Usually when the government awarded a parcel of land there are restrictions in so far as conveying the same to another party.
