What is the law on how long does a hospital have to bill a patient after the service has been provided?

Although your request has been approved there is insufficient information with which to provide an answer. "The law" is too broad a concern to be addressed properly through this system. You need to be specific with regards to the matter or controversy that causes your concern. For example, you may be posing this question because you received a bill from a healthcare institution and feel that the time that has passed between the service and billing makes it difficult for you to evaluate the bill itself. The law as applicable to your bill may be as wide or narrow as the context in which the services detailed in the bill were provided. This will, in turn, have a bearing on the reasonableness of the time-frame and the applicable law. If you are a consumer, the question may be validly posted. However, if you are commercially or professionally involved with medical billing practices it would be unfair to consult an attorney on this matter through this service. You should frame your question in a specific factual setting so that it may be evaluated accordingly.
