Child visitation issues

If i was divorced in puerto rico and my divorce decree states that i have open visitation as long as i give prior notice. But the other party has not notified me of her or the childs wereabouts can i withhold child support until i am allowed to see my child .and can i file a pettiton in the state i live to obligate her to notify me of her location so i may see,speek ,and visit my daughter.we did not divorce under bad blood and there was no fisical or mental anguish from either party.

You need to initiate proceedings in Puerto Rico, it is doubtful that the state court where you live has jurisdiction over the mother.
