Water shut-off

Is it legal for water to be shut off to a residence that cares for a child due to late payment?

Yes, but the water utility in Puerto Rico has to observe certain rules regarding the interruption of public services. These include notice and the accummulation of more than two periods without complete payment on outstanding bills.
