Legal Question in Real Estate Law in Puerto Rico

We have a survey of a property that has been divided into about 7 sections - property divided on a map with names of each person who inherits each piece. There are no reel numbers or indication of where or when this was ever recorded. How does one go about actually registering a property in Puerto Rico (1) if there is no known deed to the property or (2) no one ever recorded a deed? The purpose is to sell a house of an older gentlemen who built the house on his portion of the property. His wife passed away and he is ill and being cared for away from his home, so his son would like to sell the house but cannot seem to find any indication that the house was ever registered. He does have a power of attorney and papers showing the portion of the property that is his fathers. Just no numbers saying it was recorded anywhere.

The Registry of Property for the REgion in which the house resided is the source for that information. A title survey should be enough to clarify whether any presentation is pending for registration in connection with that property.
