Withhold documents until legal fees are paid?

My lawyer is withholding a deed to property until he is paid for his legal services, which securied the deed. The lawyer has never produced billable hours or any bill, only verbal requirements for his fees. Can he do this? This lawyer is in Puerto Rico.

So, make a demand for his billable hours in writing spent on your case.

These facts are confusing because you do not state the services for which the lawyer seeks collection. Still, everything will turn on the nature of your agreement with the attorney. Depending on it, a verbal requirement for fees may suffice, although it is considered undesirable.
