Legal Question in Wills and Trusts in Puerto Rico

Inheritance/Probate Law

My father owned property in Puerto Rico and died in 1995 leaving no will and seven children, one of whom has been living in the house since his death and claims sole rights to the property. How can i assert my rights as an heir and does the sibling living in the house have a legal advantage?
