water/sewer bill

in the state of rhode island is the tenants responsible for the quarterly bill?

The RI Residential Landlord and Tenant Act governs the relationship between landlord and tenant.

The Act does not specify whether landlord or tenant is responsible for, nor does it restrict the landlord and tenant from agreeing (usually in the lease) who will pay, the water/sewer bill for the rental property.

Short answer, then: check your lease.

If the lease does not specify, then other circumstances will come in to play, which should be evaluated by a lawyer experienced in landlord tenant matters.
