Legal Question in Immigration Law in Saudi Arabia

My USC spouse filed a petition of I-130 for me and our 2 children as follows:

10 June 2012 file sent

12 June 2012 received by J Chyba

14 June 2012 Email rcvd of approval and I-797 issued and sent to us (not received yet) and the case status was "Initial review"

20 June 2012 another 3 email rcvd says I-130s approved and instruction sent to me to follow and may sent to NVC.

My question is: is it normal to jump over one or more phases (testing & interview, and decision phase) or not?

BTW, we're outside US

Hello:

At this point, you need to do Consulate Processing.

Consulate Processing
Consulate Processing must be completed. This allows the petition to first be sent to the National Visa Center, and then the appropriate documents and package to go to the U.S. Consulate or Embassy. If done correctly, you will be able to enter as a Lawful Permanent Resident and will be in the U.S. in less than one year. Of course the time might be a bit less or more depending on the backlog of the U.S. Consulate or Embassy and whether or not a Waiver of Inadmissibility is needed.�
