Legal Question in Administrative Law in South Carolina

I received a General D/C under honorable conditions in 1989. Since then I have graduated with honors in my undergraduate degree, graduated Magna Sum Lata in my masters program, been very successful in my jobs with the VA Hospital and now in my new hospital and am raising two wonderful daughters. I have no debt and I have been very smart with all of my money.I would like to have this D/C upgraded to honorable so I can delete this blemish from my record and feel better about myself.First do I qualify and second how do I go about this?
