Legal Question in Business Law in South Carolina

Auction fraud through Ebay

In fact, I purchased and paid the merchandise through Ebay 3 months ago.

Since the seller had received the payment which was cashier's check by seller's demand, he literally abondoned me. Of course, I have never received the merchandise he promised me after receiving the payment. He is baed on south carolina. Can I have a help from law enforcement officer of south carolina?
