Unless there is a Court Order granting your cousin's mother and/or grandparents custody, your cousin has all rights to her child (if she is married to the child's father he also has rights). Your cousin can take her baby at anytime she wants. If her mother or grandparents try to stop her she can call the police for assistance. I would certainly suggest that your cousin have a plan and a place to live established before she leaves her mother's home. I hope this answer helps.
