giving up parental rights

If a parent gives up his parental rights legally through the courts and in front of the judge and the court papers read that it is forever terminated can it ever be released?

Re: giving up parental rights

By "released" I assume you mean "reversed". Once the parent's rights are terminated, he/she is legally a stranger to the child. As such, the answer is generally "no."
