Legal Question in Family Law in South Carolina

My husband wants to apply for step-parent adoption of my 6 year old. Her bio father has not had any contact with her for two years and owes over 10,000 in court ordered child support. We have tried to contact him on several levels and we have not had any response from him. No one seems to know where he has moved to or a current number. What is our next legal step for this adoption?

The biological father needs to be served with notice of the adoption action, but the Court may allow him to be served via publication if he cannot be located.
