Legal Question in Immigration Law in South Carolina

I am 19 years old and originally from Antigua. My father filed for me and my sister a year or two ago. The priority date is july 14th, 2008, receipt date july 18th, 2008, May 10th,2010. I just have a few questions to ask. I do not what is going on with my process. I'm hearing this story but it's the other. The I-797 notice action was approved. The forn I130 is still in progress. My previous college told me that I am a permenant resident paying in state tuition not on a student visa. They do not have a copy of this information. They said an application was shown to prove that I've applied for a green card. Is it possible for someone to take another route to change arouns or fastened the paste to receive a ssn? Also, I wanted to apply for G-639 but I need a notary for it and I can't forge my parent signature. Is there another way I can receive all documents as a beneficiary without consent of the petioner?
