inheritance tax

My mother who is a citizen of Belgium inherited some money, all the taxes are paid on it. Now she wants to give me - a US citizen - some of this money. Do I need to pay taxes on this again?

No; in the US, gifts are taxed to the donor not the recipient. If your mother is not a US Taxpayer (this is a defined concept and depends not only on citizenship but also residence), then she would owe no tax to the US and in any case you would not.
