frivilous lawsuits

We often hear of prison inmates who file frivolous, silly lawsuits in order to tie up courts and cost the government money. Would it be possible for a private citizen to file a suit against the prisoners for knowingly and maliciously wasting his tax dollars by fraud? Maybe as a class action suit?

It sounds as though you are proposing filing one frivolous suit in response to other (perceived) frivolous suits. If you are "truly" interested in this situation, I would recommend to you that you first do some research into so-called frivolous suits instead of just assuming that what you "hear" of is the absolute truth -- as it is probably not. Only then, with actual information in hand, would you be in a position to evaluate the "problem" and your thoughts on it. Good luck.
