Call the police and play the answering machine for them. What your sister-in-law is doing is a criminal offense and carries stiff jail sentence. You can also call your phone company and have a block put on your phone.

Get a tape recording of her and go to police. It is illegal to use such language over the phone. I doubt it would be worthwhile to sue for slander.

This type of use of the telephone is generally labeled telephone harassment. It is a crime to use telephone calls to annoy or harass. You would need to contact a magistrate to obtain a warrant to have the woman arrested for her actions. A magistrate will require sufficient evidence to issue a warrant - so you will need to establish that the phone calls are continuing. I suggest that you keep a log of the calls with date/time/details of the conversation/how you identified the caller (i.e. she says this is ___/or caller id etc). Once you establish a pattern of harrassing calls, you are more likely to be successful on pursuing a warrant. The other suggestions of tape recording and reporting to the police are also excellent options.

I also do not believe this is appropriate for pursuing a slander action.
