Legal Question in Traffic Law in South Carolina

children playing in the street on a cul-de-sac

I was driving in a neighborhood that had a cul-de-sac with children playing and driving in their little battery operated jeeps. I approached very cautiously and stopped while hearing their parents screaming for them to stop. The children stopped where they were in the street which was several feet away from my vehicle so I cautiously proceeded to turn the cul-de-sac while watching the children at all times to make sure they did not move. When I finished turning, the mother approached my vehicle yelling and threatening to report me to the police. She even took down my license plate number. What is the law in this situation?
