Legal Question in Juvenile Dependency in Tennessee

If Department of childrens Services does not file abuse charges or assault charges when there is picture evidence of abuse to a child by a step-parent, can the parent file the assault charges herself. This man has destroyed the lives of 3 children and the DCS investigators talk as if he may not have charges placed on him. He needs to be punished for what he has done to these inocent children, when there is evidence to back it up.

The statute specifically provides that anyone who has knowledge of a situation in which children are at risk can file a petition on behalf of those children. DCS is just the agency through which the state operates.
