Email Harassment

A service contract went bad. The former client keeps sending emails, threatening to sue, threatening to put us out of business, etc. He was told to Cease and Desist from sending any email to other employees, and then to stop sending any email at all. He sends no less than 5 and up to 10 emails a day. He also calls at least 3 people a day. He said he was getting an atty, so we told him to have his atty call here. He refuses, and sent additional emails to everyone at our company. He owns his own company.

Is this a violation of any laws? I have seen the Communications Decency Act of 1996, but not sure if it applies to this set of facts. If not, what then?

We have repeatedly asked him to stop sending emails, and he says he can do whatever he wants.
