Legal Question in Constitutional Law in Tennessee

Is it possible if the proper authorities do nothing, to personally seek legal action against news stations such as CNN, FOX and MSNBC for Distorting the News by being biased, and breaking the "Broadcast Programming: Laws and Policies News Distortion" Law?... If so, what would be the steps that I would have to take to do so?

There is no such law. There is an anti-distortion policy that the FCC urges broadcasters to follow, but there is no law which requires broadcasters to follow that policy. Any law that imposed such a requirement would almost certainly violate the First Amendment.
