Talk to the press and get fired?

My wife works for a privately owned Veterinarian's office in Chattanooga, TN. They have included a sheet for them to sign that states they will be terminated if they speak to the press concerning any internal issues or any of their feelings or experiences with the humane society in Chattanooga. I figure that it's OK for them to tell her she can't talk to the press about internal issues, but the humane society is a city-funded organization. So I wanted to know if it's legal to make her agree to not talk about the humane society. I think what spurred this is that the humane society has been in the press A LOT lately and one of the vets that works at her clinic is the humane society president. Should she sign this paper?

Not without serious legal counsel, because that sounds like a major first amendment issue, if the humane society there is a (quasi) governmental organization.

What do they expect her to divulge,--how much puppy chow they use every year? Ridiculous.
