can a collection agency charge as much as they want, i had a bill in 06 for 2,000 and they clain i now owe 5,000.

No; however, there may be accrued interest and collection expenses which you may be obligated to pay as a result of having signed some sort of agreement. You have the right to request verification of the debt pursuant to the provisions of the Federal Fair Debt Collection Practices Act. If the collection agency is demanding that you pay something that you have no legal obligation to pay, such a demand on their part could constitute a violation of the Fair Debt Collection Practices Act that would then obligate them to pay you damages. I suggest that you make a demand for verification and then talk to a lawyer in your local area.
