our electric system is trying to make us pay under charged service on faulty equipment which belongs to them.They are going back 3yrs.Can they do this

Yes they can charge if the facts are as you have stated. However, if you registered a complaint about the equipment with the utility company and the utility company failed to address the complaint, there could be a setoff with respect to the amount that is being charged to you from the time you registered the complaint until this current time.
