Child Custody

my husband and I live in Mass, and he has a 13 year old son that lives in Tennessee, the grandmother wants us to have custody of him, she gave him up to the state telling us that it would be easier to get him that way, so she called and told my husband to be down here this week so he could bring his son home, isn't there more things you have to do isn't it a process? She said something about emergency custody, doesn't the court have to do a home study?

If it his son, what is the legal relationship between the grandmother and the son. There is something missing.
