Was there a new law stating that dead beat dads no longer can be incacerated if they fail to pay their child support

Not that I am aware of. The way they end up in jail is by being found in contempt of court and that is alive and well in Tennessee. The Parenting Plan is in effect a court order and failure to adhere to that court order is grounds for a finding of contempt. What you might want to consider is attempting to get a judgment for any back child support. Once you get the judgment you can have it executed against his wages, bank accounts, etc. Putting him in jail really only defeats the purpose in that they are not going to be making any money in jail. That is why a judgment is better - especially if they are working and have wages that can be garnished.
