how do you replace a court appointed attorney?

I am in the middle of a custody dispute with the paternal grandparents of my child. The filed false abandonment charges when I left her in TN to visit for a few weeks while I moved. They gave the court the address of the home I had moved from. The court appointed me an attorney, but it has been over a year now and he hasn't done anything proactive to my case, including not taking steps to set up my home study that was ordered last March. He does not answer any correspondence, does not hold the grandparents in contempt when it is warranted. They took my daughter out of state and left her with the father (who has no established rights) and will not disclose where she is or when she will be back. My attorney has not responded to my requests on what to do on that matter either. I have complained to the board of professional responsibility twice. What steps do I need to take to get a new attorney appointed? I can't afford to retain one on my own. Do I have to solicit every attorney in the area to see if someone will take over and bring my current lawyer up in front of the judge? I'm at a loss as to what I shoudl be doing. This has dragged on so long.
