Legal Question in Immigration Law in Tennessee

Can you be arrested for a revoked/suspended license even if you have never owned a license? Will this person be deported? This occured in Tennessee. The person was pulled over due to illegal window tint and arrested for a revoked/suspended license. The person is an illegal immigrant but has been in the US for seven years. The person is currently paying child support and has no arrears.
