What are the rules about recording cover songs? Specifically, if the cover song were to be made available for free download, with no intention of ever selling it or releasing it via any other media besides download?

Any attorney will say a review of all facts, documents, etc. is required. What do you mean by cover songs? Who owns the cover songs? How have they been protected? This is not a simple bulletin board type question. Consult with an attorney in your area for specifics.
