They kept my last paycheck to cover previously icurred travel expenses

When I started my job, a Co. trip had been planned. One of the people going got sick. They could not get their money back for the flight so they told me that I could go in his place. I signed some paperwork and I went on the business trip. 2 months later I decided to stay home with my kids for the summer. They kept my whole last paycheck to cover these expenses, even though I got to go on default so to speak. They said that I wasn't able to leave my job within 90 days of the trip. Can they do that? Especially since they would have lost the money anyways?
