Legal Question in Personal Injury in Tennessee

my dogs got loose scared a city garbage man, the police were called. they came out no harm or damage was done. i was given a ticket for dogs running at large. in the police report the man said he was not bit no damage to the pants,he went on to finish work that day. a month later i get a letter from his workmans comp stating he was bitten, and when he jumped from my dog he jumped into the truck hurting himself. what can i do?
