Legal Question in Wills and Trusts in Tennessee

Declaration of incompetence and will.

My sister has been declared incompetent and my mother has been appointed her guardian. My sister has been collectin disability from the military for twenty-one years. My mother has been helping her keep her finances, her banking account, ect. As a result, my sister has saved around $70,000. The veterans services claim that the money my sister has saved is veterans money. Is that true? Can my sister make a will to insure that the money she has saved will be my families inheritance should she pass away before my Mom or myself? Could the VA step in and confiscate her money?
