Legal Question in Administrative Law in Texas

stafford loans

Is it legal/ethical for my University to withhold my loans and gain interest on them while they sit in the University account and are not disbursed to me in a timely manner? I am also being accruing interest the whole time they are holding the money that my bank has already given them to give to me.

Universities have been doing this for decades; they did it to me in law school over 10 years ago. It isn't nice and they don't tell you about it in advance but that is what they do.
