Client is refusing to pay

I have a client who is refusing to pay the fees for two contracts. I have already delivered services. They are saying one contract is under review because it was not authorized by the right person. The second they are saying they are a ''slow paying vendor'' and will not authorize payment. They have stopped returning my calls and email messages. What can I do to get paid?
