I am an Independent Representative of a telecommunications company.What would my title be?General Partner or Limited Patrner?

Insofar as the telecommunications company is concerned, you're a salesman. You are not a partner in any sense of the word.
If you have your own business as the independent sales rep, you are the owner. If your business is a corporation or an LLC, you have a choice of titles.

Unless you have contributed capital in some way and you are named in the partnership agreement of the company, you are likely not a partner. Some businesses employ the practice of calling people and entities with which they have vendor or license agreements "partners" for marketing purposes but in the legal sense, they are not partners in ownership of the company.
You are likely an independent sales rep or contractor.
