Legal Question in Business Law in Texas

I have a question regarding a paragraph in my employee handbook

"Upon separation of employment, employees will not be paid for accrued but unused paid time off, unless applicable state or federal law requires otherwise"

The word that throws me off is but, so does that mean that when i leave my job I will be paid for unused paid time off, just not the newly accrued paid time off?

It means you will not receive pay for any unused PTO.
