Water Company (Monopoly) not allowing enough time to pay bill

I live in Benbrook Texas. I have a Water service (BWSA) that gives me 12 days, including the time required for mail delivery both to me and from me, to pay my bill before they add additional charges. That allows me only about a 5-7 day grace period to pay my bill and send it out before i get charged late fees. While it does not sound like such a big problem, I do not feel this time is enough. Are there any laws on water/utility bills in regards to a required grace period (like 30 days for example)before late fees can applied, or can monopoly companies assume any grace period, whether practical or not? Thanks

It's their choice. In order to fight it, you'd have to prove that the allowed time was unreasonable.

The law allows three days for mail, so that actually gives you a six-day window. It's tight, but not unreasonable.
