Legal Question in Civil Rights Law in Texas

He basically stole my car then sold it

My friend offered to fix my vehicle for me since i was down and out at the time. he refused to give it back even after i said that i will pay for repairs. i finally found my vehicle and confronted the driver. she says that she bought the car from my friend for $5000.00 and that she also paid him for repairs because when she bought it it was wrecked. he signed my name as well as my ex-boyfriend's name on the title and then sold it to her. the police said that this was considered a civil matter since i had given him my keys. i never told him to sell it nor did i sign any kind of contract with him concerning my vehicle. i thought selling property that is not yours would be considered criminal not civil help

Two important principles:

1. Cops will do about anything to avoid work;

2. Few no less about the law than cops.
