Legal Question in Civil Rights Law in Texas

Fourth amendment violation

am currently staying in bangalore india

and a citizen of india.

I stayed in USA for approximately four years from

2000 and came back to india on july 2004.

I worked in USA on H1 visa as software engineer.

During my stay in irving TX around june 2004,

I suspect that my home has been searched when I

have been to my office. US authorities got the alternate

keys from my apartment office and gained entry into

my apartment.

I came to know only about it when I was about to

return to india. My belongings laptop, desk and suitcases have

been deliberately re-arranged (put in different places) in my home.

Does it meant to give me an indication about intrusion ?

The unfortunate thing about all this is that I was about to leave

india for good within a week and had no time to take action on it.

Now since i want to come back to US again now, Is it possible

for me to lodge a complain to irving police through email or phone

from india itself based on my suspicion? Is it right thing to do?

Is it possible to initiate legal action from india now?

Please advise.

Re: Fourth amendment violation

the courts in india do not have jurisdiction over offences committed outside india it would therefore be appropriate for you to take immediate action on your return to U.S in the district court where the offence has been purportedly committed

Re: Fourth amendment violation

The incident which you are refering is that of jun 2004. The time gap is fatal. Youcld have initiated a complaint without ataully, initially going to US, but around that time only. At you should have made some kind of record by writing a registered post letter wherein you could have put in all your allegations. You have notdone any thing of this sort. I am afraid , now you may no ba able to do any thing. You cant initiate a complaint in Indian Courts .initiate . Still if you can provide me with some more details i may be able to advice you better.
