Legal Question in Technology Law in Texas

Is it illegal for students to use the schools wifi if a teacher gave out the wifi password.

Resoruce Officer claims he can press charges arrest or fine students that are using the schools Wifi, It says nothing about using wifi in the student code of conduct. he claims that the students signed a paper saying that were not allowed to, but I looked into it and there is nothing saying that we cant.

If you genuinely believed the teacher was authorized to let you use the school's WiFi, then I don't believe you committed a crime. But if you knew you didn't have permission and that the teacher was just enabling you to do something you weren't allowed to do, then you might have.

I have no idea what your school's code of conduct says or what you may have signed. But these documents don't have to specifically mention WiFi access. Instead, they could mention a more general principle of which this is a specific example.
