Why is it called a Third Party Network Connectivity Agreement gand it is between two companies In other words who is the third party in this case

The third party is the party contracting with the network provider. I believe the term "third-party" is used to indicate an outside party, as opposed to an internal organization. This is a term defined in attachment 2 of all the examples you provided.
