Contract to buy and install flooring
Does Texas have a 3 day right of recission where a consumer has a right to cancel a contract within 72 hours if they change their mind?

No; unless it was a sale made at the consumer's home. Not FOR the consumer's home but as a result of a door to door sale - then you have a 10 day right to rescind. Otherwise, no general right to rescind a contract.
