Does a CONTRACT have to be signed by both parties to be legal and binding?
If a contract is on a company letterhead but is only signed by the client/customer;is it a legal and binding contract?

It may be. If one side has performed their portion of the contract, then the writing may be sufficient to memorialize the contract.
