Legal Question in Consumer Law in Texas

About two days ago, someone hacked into my bank account and used my debit card for several purchases (5). Most of these were for airline travel in a foreign country. I caught this before any money left the bank. (They were listed on my account as pre-auth). I called and had these items removed from my account before any money was paid out.

Yesterday, I went to the bank to sign the paperwork they needed for this process to be complete. Of course, my debit card had been deactived (no problem). However, they are now refusing to issue a new debit card for my account. I see no reason for this action. I use my card regularly for gas, grocies, and to pay utilities.

Is the bank authorized to take this action. Do I have any recourse?
