Is it allowable as a defendant to bring a third party defendant into the case in the justice court of texas, if so, do you have to request a summons from the court clerk, and serve the new co-defendant by sheriff?

If you mean courts of justice in Texas, yes a defendant can bring in a third-party defendant by saying that third party is liable for all or party of the damages the plaintiff is claiming. You only serve them if you want to add a claim against them or amend your petition to add them as a defendant. You should seriously consider getting representation and not proceeding on your own.

So long as the claim against the co-defendent is within the jurisdictional limits of the Court, yes, yes, and yes.
