Legal Question in Credit and Debt Law in Texas

I had an accident in Tx. February of 09, striking a bridge with loaded heavy equipment. I was issued a citation for overheight and overwidth. The company I worked for paid the fines. I was driving a company truck with company insurance. I soon left employment with them.

I have received a letter from TXDOT advising I am responsible for paying for damages, $104,000 because I was the driver. They said to send a check, credit card or contact my insurance company and claim it. I have changed insurance companies a couple of months ago.

Does my former employers insurance have to cover the loss even if I was at fault? Does my personal auto insurance company I had at the time have to pay even though I no longer do business with them? In the State of Texas, can I claim this on a bankruptcy?
