if you have a car repo can they sue you and garnish wages for payment

Yes they can come after you for the difference between what they're able to resell it for and the original price you were to pay for it. They cannot garnish wages in Texas, but they can, and often do, garnish bank accounts. (Take all your money out of checking, savings, etc.)
