Legal Question in Credit and Debt Law in Texas

I closed a credit card account with a balance of $8600. I received a letter in the mail from the establishment stating that the account was closed and paid in full. Now they are hitting me with past due charges and demanding payment. Does the letter I received constitute as a legal binding agreement?
