Legality of Judgment Creditor Practices

A man sued my dad and got a default judgment. Now he has posted on his web site that he is offering a $1000 reward for information leading to the bank account(s) my dad uses to run his business. He says he is not asking anyone to do anything illegal, but he won't ask any questions about how the information was obtained. Is this illegal in any way, and if so, what law addresses this issue?
